Leodoro Martinez, Jr., 76, of Cotulla, Texas, peacefully entered eternal rest on Saturday, January 10, 2026, surrounded by family and loved ones.
Affectionately known as "Peody" to family and friends since childhood, Leodoro was a proud son of South Texas whose life was rooted in service, community, and an unwavering commitment to doing what was right. Born on February 15, 1949, to Leodoro Sr. and Jesusa Martinez, he was raised in the rural communities along I-35 north of Laredo and south of San Antonio—places that shaped his character, values, and lifelong devotion to South Texas.
Leodoro proudly served his country in the United States Army from 1969 to 1972. During his service, he was stationed in Korea in support of the Vietnam War. It was during these formative years that he developed the discipline, leadership, and sense of responsibility that would guide him throughout his life. The lessons he learned in the Army—service before self, accountability, and leading with integrity—became foundational to the way he lived, worked, and served his community.
Leodoro believed deeply in the dignity of every person and worked tirelessly to make his community a better place to live, work and raise a family. A man of faith, integrity, and quiet strength, he lived his life guided by fairness, compassion, and perseverance. He never forgot where he came from, who he stood for, or the responsibility that comes with leadership.
Throughout his life, Leodoro answered that call to serve. He was an organizer, mentor, and trusted leader who believed progress was built through relationships, hard work, and accountability. His passion for education, opportunity, and equality led him to serve his community in numerous capacities, including as a Cotulla City councilman, Mayor, and later as the first Latino County judge in La Salle County history. He also served on the Cotulla ISD Board of Trustees, advocating for stronger educational opportunities for future generations.
One of Leodoro's proudest chapters of service was his work as Executive Director of the Middle Rio Grande Development Council of Governments, a role he held from 1994 to 2015. Through this work, he helped bring economic development, infrastructure, healthcare access, and regional cooperation to nine counties across South Texas. His leadership left a lasting imprint on countless communities and improved the quality of life for thousands of families.
Even in the face of health challenges later in life, Leodoro never lost his sense of purpose. He believed there was always more work to be done, more people to help, and more good to pursue. His legacy is one of selfless service, determined leadership, and love for his people and his homeland.
Leodoro is survived by his children: Leodoro (Jessica) Martinez III, Myrna (Carlos) Soto, Jaime (Megan) Martinez, and Chelsea Martinez; his grandchildren: Leodoro Martinez IV, Nicolas Martinez, Randi Martinez, Jasmyne Martinez, Aidan Soto, Klarissa Soto, Noe Martinez, and Marcus Martinez; his siblings: Aldina Garcia and Dalia Baumler; and many extended family members and dear friends. He was preceded in death by his parents, Leodoro Sr. and Jesusa Martinez.
South Texas is better today because of Leodoro Martinez, Jr.—his vision, his generosity, and his unwavering commitment to serve others. He leaves behind a legacy that will continue through the lives he touched and the values he modeled.

Visitation will be held on Friday, January 16, 2026, at Peters Funeral Home from 4:00p.m. to 9:00p.m. with a Rosary at 7:00p.m. Funeral Services will be held on Saturday, January 17, 2026, at 10:00a.m. at the Sacred Heart Catholic Church. Interment will follow at the Cotulla East Cemetery.
